Flooding from the basin has become an annual concern, and in recent years has swept away houses and swamped hundreds of homes.

Officials have recovered the body of a man who was swept away by floodwaters last night. It happened off East Brainerd Road.

The suit is believed to be the first prompted by the deadly July 4 flood. It was filed on behalf of a 22-year-old Odessa woman who died with her fiancé.
