The Green Bay Packers' rule change proposal that would have banned the "Tush Push" play failed by a 22-10 vote at the league meetings in Minneapolis on Wednesday. The change required 24 votes, so the proposal fell two votes short.

When Lions president Rod Wood blurted out that the league office nudged the Lions to propose a new seeding system, it opened a new avenue for understanding how the rulemaking sausage gets made. And we suggested at the time that 345 Park Avenue possibly put the Packers up to proposing a tush-push ban, too.

Banning the tush push required 24 owners votes. The Packers couldn’t recruit enough votes at the meetings in Palm Beach, Fla., in late March and early April, reportedly persuading only 15 other owners to go along with their cause, and the vote was shelved. But they felt more confident this time around and seemed to have momentum on their side.
